Unchanged files by default are not recorded under Skipped section unless there are additional conditions/reasons why such files are Skipped (like being Versioned, for example).
Although there may be more Unchanged files (files on both sides compared and determined to be identical), bear in mind not every file has a Version (unless there were changes made to it that requires a Versioned copy made). Versions available" is simply attributing to the fact that there are 1900 files skipped as they are identical but Versions are available. The first comment "The files are identical.
